The relic is called Tuc Hieu village communal house, because the communal house was built in the area of ​​ancient Tuc Hieu village, now Tuc Hieu village, Kim Dinh commune.

Regarding the time of construction: According to the content of Thuong Luong Trung Duong court, the monument was built in the 3rd year of Thanh Thai (1891). Thuong Luong Tien Duong court recorded its construction in the 9th year of Thanh Thai (1897).

Tuc Hieu village communal house is a place to worship and commemorate the god Hai Te Long Vuong, a legendary figure during the Hung King period, related to the legend of the dragon and the fairy's descendants. People worshiped him as the village tutelary god. The relic is also a place of worship and commemoration of Nguyen Duc Tuan, who had the first contribution in reclaiming the sea and establishing Tuc Hieu hamlet (now Tuc Hieu hamlet). Besides, at Tuc Hieu communal house, we also worship Uncle Ho and the village's heroic martyrs, Hero of the armed forces - martyr Bui Thi Nhan, worship Quan Van, Quan Vo, and Cong Đong.

During the resistance wars against the French colonialists, Tuc Hieu communal house was the place where the guerrilla militia platoon of Xuan Lan commune (now Kim Dinh commune) was established and was also the training location of the guerrilla platoon of the commune. During the resistance war against the Americans, Tuc Hieu Communal House was borrowed as the headquarters of the Commune People's Committee, as a warehouse, and as a school for the commune. It is a gathering place for young people in the village to exercise, work in production, and store food to contribute to the whole country fighting against the Americans to save the country.

Architecturally: Tuc Hieu village communal house was built in the style of first, first, second, including three buildings: Front hall, Middle and Hau palace. In general, the monument still retains the architectural features of the ancient Nguyen Dynasty.

Nowaday, at Tuc Hieu village communal house, there are still a number of valuable artifacts made of paper, wood, stone, and bronze as follows: 02 decrees of the Nguyen Dynasty kings in 1909 and 1924; 02 cranes standing on turtles, made of stone, Nguyen Dynasty; 02 elephant costumes, made of stone, Nguyen Dynasty; 01 wooden tribute bowl palanquin; 01 parallel palanquin, made of wood; 02 altar hats, made of copper leaves; 01 bronze bell; 04 copper peaks; 02 incense tubes, made of copper; 01 cleansing stick, made of wood; 03 incense bowls, made of porcelain; 03 incense burners, made of wood, Nguyen Dynasty; 01 set of octagons; 01 set of jacks, made of wood. All are from the Nguyen Dynasty

Every year, at the relic, the main cultural activities and festivals take place such as: Communal house opening ceremony (3rd day of Tet): Folk call this the "drum-opening village" ceremony, New year ceremony (January 6th), Te Yen Lao (February 14): This is a traditional festival of the villagers of Tuc Hieu since ancient times, held periodically every year, Exorcism Ceremony: New Year's Eve

After more than 100 years of construction, experiencing historical changes, the monument has been repeatedly repaired and renovated by the people in the village. Recognizing its unique historical, cultural and sculptural values, Tuc Hieu communal house was recognized as a provincial historical relic in 2010.
